Shouldn't the dogs owner who admitted owning dangerously out of control dogs, be forced to pay compensation

The owner of the dogs, David Hughes, 27, of Pen y Wern, Rhosllanerchrugog, admitted being in charge of a dog dangerously out of control and being the owner of a dog worrying livestock. He was handed a £500 fine, as well as costs and surcharge or £230 and £180 and banned from keeping animals. Jones lost more than £14,000 worth of animals in the attack.

It happened last year.

Dog owner ordered to pay farmer £300 after lamb killed

The police have ordered a dog owner to pay out £300 to a farmer after their loose dog killed a lamb in Dorset.

In the above case where the farmer lost £14k, couldn't his insurers claim from the dog owner? I assume the farmer will be claiming on his insurance if he has it
